Pursuant to Education Code Section 60119, the governing board shall conduct a public hearing for the purpose of determining whether each pupil in each school in the district has sufficient standards-aligned textbooks or instructional materials, or both to use in the classroom and to take home to complete required homework assignments. These textbooks and instructional materials are to be consistent with the content and cycles of the curriculum framework adopted by the State Board in the following subject areas: English/language arts, including English language development; mathematics; science; and history-social science. Additionally, the governing board shall determine whether each pupil enrolled in a foreign language or health course has sufficient standards-aligned textbooks or instructional materials; and whether laboratory equipment is available to high school students enrolled in science laboratory courses. The district administration recommends that the Board declare a public hearing on September 28, 2021, for public input.

Action by the Board in the adoption of the Consent Items (IX A2, A3; B1, B2, B3; C1, C2, C3, C4; D1, D2, D3, D4) indicates that all items appearing are adopted by one single motion and vote unless a member of the Board requests that an item be removed and voted upon separately. Generally, the Consent Items are matters which are considered to be routine in nature and can be acted upon in one action to conserve time and permit the Board to spend more time reviewing items that are other-than-routine in nature. |

Board approval is requested for the following consultant services agreements: - The Reading League will provide one virtual professional development day on the science of reading, the importance of phonemic proficiency and phonic knowledge to elementary teachers on January 24, 2022.
- The West Covina Unified School District (WCUSD) will contract with Social Service Staffing & Recruiting, Inc. to provide mental health clinicians during the 2021 – 2022 school year.
- Healing with Plants will provide five two-hour nutrition science sessions on the importance of healthy eating and physical activity to Monte Vista Elementary School students in grades third through fifth during October 2021.
- Healing with Plants will provide two one-hour virtual workshops on the importance of healthy eating and physical activity to parents at Monte Vista Elementary School during the 2021 – 2022 school year.
- 4Elite Training Academy, Inc. will provide eight physical fitness obstacle course sessions to Merlinda Elementary School students in grades fourth through sixth during the 2021 – 2022 school year.
- Ballet Folklorico International will provide weekly dance classes on cultural and arts education through music to Monte Vista Elementary School students in grades transitional kindergarten through third during the 2021 – 2022 school year.
- Convenient Fun Fitness will provide weekly classes on engaging physical education activities to all students at Merced and Vine Elementary Schools during the 2021 – 2022 school year.
- Help Youths Through Golf will provide 45-minute weekly golf lessons to instill values that can help students to further their learning in school and their capabilities in life at Monte Vista Elementary School to students in grades kindergarten through fifth during the 2021 – 2022 school year.
- Young Rembrandts will provide weekly art lessons on visual arts enrichment to all Merlinda Elementary School students during the 2021 – 2022 school year.
- Brent Kollmansberger, game developer of Coding with K-dog, will provide weekly 45-minute coding lessons to Merced Elementary School students in grades third through fifth, Monte Vista Elementary School students in grades fourth through sixth, and Vine Elementary School students in grades kindergarten through fifth during the 2021 – 2022 school year.
- University of La Verne, LaFetra College of Education Center for Neurodiversity, Learning, and Wellness will provide a one-year certificate program in dyslexia methods to West Covina Unified School District teachers for the 2021 – 2022 school year.
- David Knight, professional pianist, arranger, and accompanist will provide services to the choral department at West Covina High School in all major practices and performances during the 2021 – 2022 school year.
- David Knight, professional pianist, arranger, and accompanist will provide services to the choral department at Hollencrest Middle School in all major practices and performances during the 2021 – 2022 school year.
- WestEd will provide professional development to West Covina High School administrators and teachers to better utilize the PLC model to develop and implement academic interventions while accelerating student learning for the 2021 – 2022 school year.
- West Covina Unified School District (WCUSD) and Addiction Treatment Technologies, LLC, dba Care Solace, will enter into a one-year agreement from October 2021-October 2022. Care Solace will provide access to WCUSD parents, students, and staff for referrals on treatment options for various forms of addiction, emotional, and mental illness.

During the Board of Education meeting of September 28, 2021, a public hearing was held for the purpose of determining whether each pupil in the district had sufficient standards-aligned instructional materials. Such a hearing is required pursuant to Education Code Section 60119. Ten days notice of the public hearing was provided. Each site principal has provided certification that his/her site has sufficient standards-aligned textbooks and instructional materials. Education Code Section 60119 additionally requires that the Board adopt a resolution attesting to the sufficiency or insufficiency of instructional materials. In order to meet the requirements of this Education Code Section, it is recommended that the Board adopt the following resolution attesting that all pupils in the district have sufficient textbooks or instructional materials for the 2021 – 2022 school year.

Education Code Section 44258.7(b) allows a person who holds a teaching credential in a subject or subjects other than physical education to be authorized to coach one period per day in a competitive sport for which students receive physical education credit, provided that he or she is a full-time employee of the school district and has completed a minimum of 20 hours of first aid instruction appropriate for the specific sport. Education Code Section 44263 allows a credentialed teacher to be assigned, with his/her consent, to teach a single subject class in which he or she has 18 semester hours of coursework or nine semester hours of upper division or graduate coursework. The District Administration recommends that the Board of Education adopt the attached Resolution authorizing service under Education Code 44258.7(b) and/or 44263 and approve the attached list of teachers. |

The general membership of TAWC voted in favor of ratifying this agreement. It is recommended that the Board of Education approve the Tentative Agreement as presented between TAWC and WCUSD. |
In the business section (Part D) of this agenda, staff will present the public disclosure of collective bargaining agreements in accordance with Assembly Bill 1200 detailing the financial impact of this tentative agreement. |

Assembly Bill 1200: Public Disclosure of Proposed Collective Bargaining Agreements Assembly Bill (AB) 1200 (Chapter 1213/Statutes 1991) requires local educational agencies to publicly disclose the provisions of all collective bargaining agreements before entering into a written agreement. Government Code (GC) Section 3547.5 states: “Before a public school employer enters into a written agreement with an exclusive representative covering matters within the scope of representation, the major provisions of the agreement, including, but not limited to, the costs that would be incurred by the public school employer under the agreement for the current and subsequent fiscal years, shall be disclosed at a public meeting of the public school employer….” The AB 1200 Public Disclosure of Proposed Collective Bargaining Agreements for the Teachers’ Association of West Covina employees is attached.
