Action by the Board in the adoption of the Consent Items (IX A2, A3; B1, B2, B3, B4; C1, C2, C3, C4, C5; D1, D2, D3, D4, D5, D6, D7, D8, D9, D10) indicates that all items appearing are adopted by one single motion and vote unless a member of the Board requests that an item be removed and voted upon separately. Throughout the year, changes in the law, Education Code and/or district procedures necessitate new and revised policies. These changes have caused the District to review existing policies and look to establish new and timely ones. Contained in the agenda for first and second reading is the following Board Policies (BP), Administrative Regulations (AR), and Board Bylaw (BB): AR Comprehensive Local Plan for Special Education – The Administrative Regulation 0430 is being revised due to new law extending the date by which the SELPA must include an annual assurances support plan. BP Transfer of Funds Between Categories; Amendments – The Board Policy is 3110 is being completely revised to coincide with District practice. BP/AR Federal Grant Funds – The Board Policy and Administrative Regulation are being 3230 is being revised to update to current standards. AR Lease-Leaseback Contracts – The Administrative Regulation is being revised due 3311.2 to new law regarding “skilled and trained workforce” requirements. AR Design-Build Contracts – The Administrative Regulation is being revised due to 3311.3 new law regarding bid documents, construction contracts and district’s responsibility regarding skilled and trained workforce requirements. AR Claims and Actions Against the District – The Administrative Regulation is being 3320 revised due to new law regarding the submission, amendment, or application means for claims. BP Student Activity Funds – The Board Policy is being completely revised to reflect 3452 Governmental Accounting Standards Board (GASB) 84. BP Consultants – The Board Policy is being revised due to new law including 3600 reference of veteran or military status.

The Special Education Division is requesting approval for an agreement with the CDE and subcontract with WAI. This agreement will provide Workability students with paid/unpaid work-based learning experiences. The WAI program provides comprehensive pre-employment skills training, employment placement, and follow-up for high school students in special education who are making the transition from school to work, independent living, and postsecondary education or training. The Workability program is governed by California Education Code sections 56470 – 56474. The term of the agreement is upon full execution through June 30, 2022. |

From August 19, 2021 through June 10, 2022, DCFS and WCUSD will split the cost of transportation evenly (50% each) to ensure school stability for foster youth. The projected costs are based on the data from the pilot project and includes an estimated growth of 100% with an administrative fee of 10%. Unused funds will be reimbursed back to WCUSD. |

Pursuant to Education Code Sections 52060 and 52064, Local Education Agencies (LEA) must adopt a Local Control Accountability Plan (LCAP) and Annual Update, including reporting of local indicators, by July 1, 2021, using the State Board of Education adopted template and meeting the eight State Priorities for providing a quality education. As per the statute, the West Covina Unified School District (WCUSD) has participated in the process outlined for all LEAs (Education Code 52062 and 52069): - Met and conferred with members of a Parent Advisory Committee and the District English Learner Advisory Committee.
- Consulted with the special education local plan area administrator.
- Provided public notification and review of the LCAP and Annual Update draft through postingfor comment on the District Website, and notification of the community through public postingof the hearing.
- Held a public hearing before the Governing Board prior to adopting the LCAP at a separate meeting.

Attached is the Tentative Agreement reached between the West Covina Unified School District (WCUSD) and the California School Employees’ Association, and its West Covina Chapter #91 (CSEA). The general membership of CSEA voted in favor of ratifying this agreement. It is recommended that the Board of Education approve the Tentative Agreement as presented between CSEA and WCUSD.

The Board of Education sets compensation increases. District staff is requesting approval of the following: - A 2% increase effective July 1, 2021 to the current confidential and management salary schedules
- For the 2021/2022 School Year, an off salary schedule one-time bonus of 2% for all confidential and management employees who are employed with the District as of September 1, 2021 with continued employment through March 1, 2022 (prorated for less than full-time employees based on the employees placement on their respective salary schedules
- Effective July 1, 2021, the District shall contribute to District designated insurance premiums for health, dental, vision, and life insurance, up to a maximum annual contribution of $10,000 for employee only coverage; $13,000 for two-party coverage; or $17,000 for family coverage for eligible confidential and management employees
- Effective July 1, 2021, expand the salary schedule for confidential and management through Step 30 with a 5% increase at Step 30
- An additional 2% increase effective July 1, 2022 to the confidential and management salary schedules
- For the 2022/2023 School Year, an off salary schedule one-time bonus of 2% for all confidential and management employees who are employed with the District as of September 1, 2022 with continued employment through March 1, 2023 (prorated for less than full-time employees based on the employees placement on their respective salary schedule)

Our students and staff will gain the ability to search through a number of resources including but not limited to Annenberg Learner, Docs Teach, Library of Congress, Pics4Learning, Storynory, Echoes and Reflections, Kahn Academy, and other multimedia providers. It is recommended that the Board authorize the contract with LACOE to provide their Instructional Technology Outreach Multimedia Services for the 2021 – 2022 school year.

Staff recommends using the National Data Privacy Agreement when entering into contract with software vendors utilizing student data. The National Data Privacy Agreement is a statewide agreement that districts can use to ensure that the vendor is aware of and complies with California’s student data privacy laws. It will ensure the appropriate use of student data to comply with statewide regulations such as FERPA, COPPA, SOPIPA, PPRA, and AB1584.

Assembly Bill 1200: Public Disclosure of Proposed Collective Bargaining Agreements Assembly Bill (AB) 1200 (Chapter 1213/Statutes 1991) requires local educational agencies to publicly disclose the provisions of all collective bargaining agreements before entering into a written agreement. Government Code (GC) Section 3547.5 States: “Before a public school employer enters into a written agreement with an exclusive representative covering matters within the scope of representation, the major provisions of the agreement, including, but not limited to, the costs that would be incurred by the public school employer under the agreement for the current and subsequent fiscal years, shall be disclosed at a public meeting of the public school employer….”
