Rationale:

Board approval is requested for the following consultant services agreements:

  1. Susan Marie Branham, Curriculum Consultant, will provide a four-hour virtual training in the Corrective Reading Program to Special Education teachers during the 2020 – 2021 school year.  The training includes overview, placement and grouping, teaching techniques for in-person, virtual instructional settings, assessment, and documentation. 

  2. Young Rembrandts East San Gabriel Valley will provide one 45-minute virtual art lesson for six weeks on visual arts enrichment to all students at California Elementary School during the 2020 – 2021 school year.

  3. Brent Kollmansberger, game developer of Coding with K-dog, will provide twenty 45-minute virtual coding language lessons to Orangewood Elementary International Baccalaureate Primary Year Programme students in grades first through fifth during the 2020 – 2021 school year. 

  4. Blattner & Associates will provide professional services to the West Covina Unified School District to advance district operational and educational outcomes during the 2020 – 2021 school year.  

  5. Heather Nicole Gonzalez will provide sixteen 45-minute virtual lessons on dance performance to Orangewood Elementary International Baccalaureate Primary Year Programme students in grades kindergarten through third during the 2020 – 2021 school year.   

  6. Dr. Nancy Butler Wolf from the University of California at Riverside will provide professional development for certificated staff at Mt. SAC Early College Academy on January 25, 2021 and two subsequent late start Friday meetings. The professional development will focus on increasing student engagement and implementing fair and equitable assessments during distance learning.
 
Financial Impact:

Cost, not to exceed, $77,200.00, will be paid as follows:

VIII.B.3. School Accountability Report Card (SARC) (Action Item)

Rationale:

By February 1 of each year, every school in California is required by state law to publish a School Accountability Report Card (SARC). The SARC contains information about the condition and performance of each California public school. SARCs are also intended to provide the public with important information about each public school and to communicate a school’s progress in achieving its goals.

District administration is requesting the Board approve the SARC Reports for all school sites.

Rationale:

At its meeting on December 9, 2020, the Joint Board of Management of the East San Gabriel Valley Regional Occupational Program and Technical Center approved the following:

  • West Covina Unified School District will provide the services of Kate Pavri as teacher of Design Project Technology at Edgewood High School during the 2020 – 2021 school year.  Upon submission of an invoice at the close of the semester, ROP/TC will reimburse District in the amount of $48,316.10.

  • West Covina Unified School District will provide the services of Jeffrey Amimoto as teacher of Accounting at West Covina High School during the 2020 – 2021 school year.  Upon submission of an invoice at the close of the semester, ROP/TC will reimburse District in the amount of $19,326.44.

  • West Covina Unified School District will provide the services of Tyler Wigglesworth as teacher of Vocal Ensemble at West Covina High School during the 2020 – 2021 school year.  Upon submission of an invoice at the close of the semester, ROP/TC will reimburse District in the amount of $38,652.88.

  • West Covina Unified School District will provide the services of Andrew Lorenger as teacher of Graphics Arts/Video Production at West Covina High School during the 2020 – 2021 school year.  Upon submission of an invoice at the close of the semester, ROP/TC will reimburse District in the amount of $57,979.32.

  • West Covina Unified School District will provide the services of Adriana Ramirez as teacher of Sports Physical Therapy at West Covina High School during the 2020 – 2021 school year.  Upon submission of an invoice at the close of the semester, ROP/TC will reimburse District in the amount of $48,316.10.

  • West Covina Unified School District will provide the services of Kim Segura as teacher of Stage Technology and Professional Theater at West Covina High School during the 2020 – 2021 school year.  Upon submission of an invoice at the close of the semester, ROP/TC will reimburse District in the amount of $38,652.88.

  • West Covina Unified School District will provide the services of Annie Tam as teacher of Business of Robotics at West Covina High School during the 2020 – 2021 school year.  Upon submission of an invoice at the close of the semester, ROP/TC will reimburse District in the amount of $9,663.22.


District Administration recommends that the Board approve the Educational Services Contracts as presented.

VIII.D.4. Authorization to Use National Data Privacy Agreement for the Fiscal Year 2020 – 2021 (Consent Item)

Rationale:

Staff recommends using the National Data Privacy Agreement when entering into contract with software vendors utilizing student data.

The National Data Privacy Agreement is a statewide agreement that districts can use to ensure that the vendor is aware of and complies with California’s student data privacy laws.  It will ensure the appropriate use of student data to comply with statewide regulations such as FERPA, COPPA, SOPIPA, PPRA, and AB1584.

VIII.D.5. Developer Fee Annual Report (Consent Item)

Rationale:

The West Covina Unified School District, along with the majority of public school districts in California, collect developer impact fees to offset the costs associated with providing additional school facilities for increased student enrollment generated by new housing development within the District’s boundaries.  A requirement of participation in the Developer Fee program is that the District publish an annual report of fees collected and expenditures made from the fees.

CURRENT CONSIDERATIONS:

The Developer Fee Annual Report for the reporting period ending June 30, 2020 is attached.

FINANCIAL IMPLICATIONS:

The report details the revenues and expenditures for the Developer Fee fund for fiscal year 2019 – 2020 and balance for the prior four years.  The balance in the fund as of June 30, 2020 was $163,445.  

The District Administration recommends that the Board of Education approve the Developer Fee Annual Report for the reporting period ending June 30, 2020.
